Minutes of the Meeting of the Council,
held at the Community Pavilion, Llys Ben, Northop Hall
on Tuesday, 10th March, 2009, at 7.00 p.m.
Present: Councillors K.Hughes, Mrs G Jones (Chair), Mrs. H Lamb, J Lamb,
E Pierce, M. Richardson, W Tait & T Wallbank
1. A P O L O G I E S : T Mallinson
2. VISITOR - Kath Orme from ‘Lifelong Learning’ - Flintshire County Council
Ms. Orme reported that the youth club operated on a Wednesday, except for the
one Wednesday per month when the hall was not available.
Since Justine’s departure, Eileen Bletcher had been in charge, with Trevor March as assistant.
Eighteen 11 to 19 year-olds were registered, but the maximum number registered on any one night in the last four months was eight
The meeting discussed reasons for the poor attendance, and how to attract greater numbers.
Members were willing to distribute leaflets - targeting children as they boarded the school bus was suggested.
Ms Orme agreed to have discussions with Eileen, and contact the Clerk regarding the provision of leaflets.

The following amendment was agreed: 09/07 7(c) HIGHWAY MATTERS - first bullet point - delete references to Cllr. Wallbank . In place, insert Cllr. Mallinson.
The Minutes of the Meeting of the Council, of 10th March, 2009 (as amended) were approved; and signed by the Chairman.

Overhanging hedge
The hedge had been cut back .
5. C H A I R M A N ’ S R E M A R K S
Street Lighting
The Chairman reported incidences of Councils in Wales which were proposing to switch off streets lights at certain times during the night.
The action had been suggested in response to high energy costs, and environmental concerns, including light pollution.
There was also a suggestion that dark streets slowed traffic
After questions relating to costs, feasibility and effectiveness, it was agreeed, to invite an Officer from the Department, to discuss these issues
Overview & Scrutiny Review of Flintshire Bus Services
The Chairman had completed and returned a questionnaire from Democratic Services Department, Flintshire County Council, concerning the provision of bus services.
Cllr. Mrs Jones had highlighted time-tabling and the need to ensure the proper working of journey connections with other bus services and with the train network

a) CLERK’S REPORT
THE FOLLOWING CORRESPONDENCE WAS ‘RECEIVED’:
∑ A request for financial asistance from the British Red Cross
∑ A letter from Jan Hallows and Sarah Robinson, bringing to a close the matter of
the Scarecrow Festival
∑ A letter from Housing Strategy and Services, inviting expressions of interest in
the investigation of possible exception sites for the provision of affordable
housing in the village.
∑ The Welsh Assembly’s 07/08 Report on The functioning of the Local
Government Partnership Scheme
∑ Information from One Voice Wales on the Contracts and Resources available
through the Welsh Assembly ‘Value Wales’ Scheme
∑ Notification of the availability of Flintshire’s ‘Rights of Way Improvement Plan’
from the Highways Directorate - the Clerk to request a paper copy
THE FOLLOWING ITEMS FOR CONSULTATION WERE ‘RECEIVED’
Flintshire County Council - Planning Services:
An assessment report on the cumulative impact of the proposed Parry’s Quarry Landfill on land adjacent to the A.D. Waste Ltd proposal - if the two developments were to take place either contemporaneously or consecutively.
b) PLANNING APPLICATIONS
There were no objections to:
045903 - Continued siting of a marquee at Northop Hall Country House Hotel,
for Mr & Mrs A Holland
c) HIGHWAY MATTERS
Cllr. Hughes had prepared a list for the attention of Highways Department, which included:
∑ The pavement, from St. Mary’s to the Presbyterian Church, being, in places, less
than 1 inch higher than the road
∑ Locations of inadequate pavement width - by Pentre Farm and opposite the Black
Lion
∑ a list of locations in the village where pot-holing had occurred
Members also suggested that the raised kerb on Leasowe Terrace might be a deliberate feature to divert water.
- the Clerk to convey the above to Highways.
d) LIGHTING MATTERS
There were reports of the failure of 2 lights by the Post Office, and of the light at
1 Moel View.
e) REPORTS
North Wales Police
Cllr. K Hughes reported that the recent meeting, held at the Pavilion, had been
attended by about thirty residents.
Matters addressed at the meting included the replacement of the Beat Officer, anti-
social behaviour and speeding.
Flintshire County Forum
Cllr. Richardson reported on the recent meeting of the Forum, which had been
addressed by Cllr. Neville Phillips.
Items for discussion included the Model Charter, the requirement for County
Councils to facilitate Community Planning & strategies, information sharing and
the use of the website.
A specific current topic was the consideration of alcohol control zones and the
extent to which the bans might be applied.
School Governors
Cllr. Mrs Lamb advised that there was funding available from the Welsh Assembly
for the setting up of out of school clubs.
The school was looking into the level of demand for a before school club
f) There were no routine POLICE MATTERS
g) There were no matters relating to FOOTPATHS AND STILES

Neither Deeco Lighting, nor NWP had accepted the invitation to tender.
The quotation received from Highways was approved, and it was Resolved, to award
the Street Lighting Contract to Flintshire County Council Street Lighting
Department, with effect from 1st April,2009
8. S T A N D I N G O R D E R S & F I N A N C I A L R E G U L A T I O N S
It was Resolved, to adopt the simplified version of Standing Orders and Financial
recommendations, based on the model suggested by the Society of Local Council
Clerks.
9 F I N A N C I A L M A T T E R S
(a) Financial projection & budget
∑ It was noted that a letter had been received from Mr Rowlinson, the Treasurer
of the Pavilion committee, requesting financial support for the running of the
pavilion and for investment in improved facilities.
Members agreed on the importance of on-going support for the Pavilion.
Councillors were advised that there were problems with the sewage pump,
which needed attention.
Security issues and the promotion of the facility were also discussed
∑ Cllr. Richardson drew attention to the National Joint Council’s 0.3%
adjustment to the recommended increase in Clerk’s salaries with effect from
1st April 2008. - Agreed, to put on April agenda
(b) Accounts amounting to £1767.43 were approved for payment
(c) It was Resolved, to Participate in the 2009 Summer Playscheme at a cost of
£862.50 [Powers = Local Govt. (Misc. Provisions ) Act, 1976 §19]
(d) It was Resolved, to release the £2000 set aside in the budget for the use of the
Pavilion Committee, to assist with running costs, and to improve facilities.
