Minutes of the Meeting of the Council,
held at the Community Pavilion, Llys Ben, Northop Hall
on Tuesday, 14th April, 2009, at 7.00 p.m.
Present: Councillors Mrs G Jones (Chair), Mrs. H Lamb, T Mallinson,
E Pierce, M. Richardson, W Tait & T Wallbank

2. VISITORS
Darrell Jones - Manager, Street Lighting Department. Flintshire County Council
Mr Jones had been invited to discuss measures which could be taken to reduce electricity consumption.
He explained that ‘dimming’ trials were currently in operation, which involved a 30 % light reduction at night, but which were more cost effective than switching off completely.
Northop Hall’s lights were not suitable for dimming.
As the present lighting stock was replaced with new, brighter lights, fewer columns would be needed. In future, 2 new columns would provide the same light as 3 old ones.
Ir was confirmed that all new columns would be adopted by Flintshire County Council.
Scottish Power would be supplied with an up to date inventory of the Council’s stock, which would indicate fewer columns than had been charged for, in the past. The matter of retrospective re-imbursement was considered, but was thought to be unlikely. .
The Clerk had not received the adoption certificate, which was required by Scottish Power to delete payment for the columns erected before Christmas - Mr Jones to look into this.
It was also agreed that rolling programmes of 5 year electrical inspections and 6 year structural inspections would be be set up

Re: Stamford Way - Fly-tipping at the lay-by and speed of traffic
A letter had been received from Mr and Mrs Hall, together with a copy of a letter received last September from the Head of Highways Strategy, advising that matters relating to the lay-by were being investigated.
After discussion, it was agreed, to write to Highways Department, asking what was the outcome of their investigations, and making the following suggestions:
- That the lay-by be closed
- That the fence be moved forward
- That a ‘No fly-tipping’ sign be erected
In addition, had the new speed limit guidelines been issued ?
Members suggested writing to the owner of the land on the other side of the fence, offering help with litter clearance.
Members felt this might be another opportunity to involve NACRO.

The Minutes of the Meeting of the Council, of 10th March, 2009 were approved, and signed by the Chairman.
4. M A T T E R S A R I S I N G
Promotion of youth Club
A copy of the A5 flier had been received.
Ms. Orme had advised that a batch had been left with the Junior school, for their year 6, and that the small group now attending the club had each had a few to hand out on the school bus.
The Chairman expressed disappointment at what seemd to be quite limited efforts to recruit new members.
Leasowe Terrace
The Clerk had not received a reply concerning the raised kerb.
Cllr. Mallinson acknowledged that the feature might be deliberate, but was concerned that it presented a tripping hazard, and that the pavement behind it should be raised

Overgrown hedge.
Cllr. Mrs Jones reported that the old Hawthorn hedge on the border between St Mary’s Drive and Anwyl’s land needed cutting back.

a) CLERK’S REPORT
Flintshire County Council’s ‘Rights of Way Improvement Plan’
The requested paper copy had been received
Potholes
Cllr. Tony Sharps had sent a copy of his letter to Members, requesting patience in their dealings with the Highways Department, following a significant increase in reports of pot-holing.
The severe winter weather had left a legacy of widespread damage to roads and footways, which were being attended to as resources and manpower allowed.
Members observed that some repairs to road surfaces had been carried out.
Road Safety/Traffic Calming
A negative reply had been received from Head of Highways and Transportation in response to the Council’s request for pavement widening and priority signs, where the road narrows on the Ewloe Side of Llys Ben.
Member disagreed with the officer’s assertion that Members’ proposals corresponded to the unsuccessful measures originally adopted on Vinegar Hill.
It was agreed, to re-iterate that the widening of pavements would, in itself, be of benefit to pedestrians, and a priority system should prevent drivers racing through.
Whilst there had been no serious accident yet, there had been damage to wing mirrors and a number of near misses,
The Clerk was asked to request the the Department re-consider.
THE FOLLOWING CORRESPONDENCE WAS ‘RECEIVED’:
∑ An invitation from the Returning Officer, to attend a seminar in comnnection
with the Local Government Boundary Commission for Wales’s review of
electoral arrangements in Flintshire
∑ Proposals on the future of Community Health Councils in Wales, and a draft copy
of the proposed response by Clwyd Community Health Council
∑ Information from Highways on measures being introduced to promote cycling
and walking to school rather than car use.
∑ Letter from Beth Ditson, promoting her work as Rural Housing Enabler for
Flintshire and Wrexham
∑ An invitation from the Democratic Services Department, to receive a
presentation from the Head of Overview & Scrutiny
∑ Advance warning of imminent consultation on the proposed introduction of a dog
control order.
CONSULTATION
Alcohol(Consumption in Public Places) Regulations, 2001
It was Resolved, to support The Proposals, by Flintshire County Council, to introduce an order, controlling the consumption of alcohol in public places across the County.
b) PLANNING APPLICATIONS
There were no objections to:
046104 - Replacement of temporary marquee, with permanent function suite, at
Northop Hall Country House Hotel, for Mr. & Mr. A. Holland
c) HIGHWAY MATTERS
Cllr. Pierce referred to his previous report of tarmacing being required on the footpath in Wared Drive - near to recent work done on the kerbs.
d) There were no LIGHTING MATTERS
e) There were no REPORTS
f) There were no routine POLICE MATTERS
g) There were no matters relating to FOOTPATHS AND STILES

a) It was Resolved, to approve the budget for 2009/10
b) It was Resolved, to recognise a 0.3% correction to the increase recommended in
Clerks’ salaries by the National Joint Council for Government Services; and to
authorise payment of the increase from 1st April 2008. (An amount of £13.15)
c) Accounts amounting to £643.08 were approved for payment.
d) The current financial projection, and budget statement were received
