Minutes of the Meeting of the Council,
held at the Community Pavilion, Llys Ben, Northop Hall
on Tuesday 8th September 2009, at 7.00 p.m.

The Minutes of the Meeting of the Council, of 14th July 2009, were approved, and signed by the Chairman.

Anti-Social Behaviour
There were reports of on-going complaints, both about rowdyism and police inaction.
The offending youths were from both Northop Hall and outside the village.
In reply to the Council’s letter, David Hanson advised that he had written to North Wales Police, and would write again as soon as he received their response.
Overgrown Hawthorn Hedge – St. Mary’s Drive
It was suggested that, as the resident at No. 24 was a pensioner, Community & Housing Services might be able to help
Focus Group
An accident had prevented Cllr Mallinson from attending the Focus group

a) CLERK’S REPORT
Pedestrian Safety
Jane Watkins had written to advise the Council that the driver she reported back in January had received a careless driving warning. She was willing to campaign for action to address pedestrian safety at the location where the incident had occurred.
A more recent letter had been received from Mr Faulkner, Head of Highways and Transportation, which continued to refer to his opposition to ‘chicanes’.
It was agreed, to write to Highways and make the point, again, that it was not chicanes, but a priority system and wider pavements that were required.
Overgrown hedge at Ty Newydd
Officers at Halkyn had asked whether Members could assist in identifying a contact for the vacant property,
The Council was unable to assist.
Fly Tipping
Mr Hall had written again, pressing for action to address the issue of discarded rubbish and debris.
Flintshire County Council had written at length to explain their inability to take action; saying that it was for he landowner to request their advice.
The Clerk was asked to contact the landowner.

• A copy of the Welsh Assembly’s Local Government Partnership Scheme Annual Report 08/09
• Material from One Voice Wales highlighting issues raised at recent meetings, promoting its training programme together with bursary arrangements, enclosing area minutes and promoting the Annual Conference, listing the motions for debate

There were no objections to:

garage (application 042376), at Brackendale, Institute Lane, for

046634 – Erection of a single storey extension to side to form self
–contained living area at Bramblewood, Village Road, for Mrs M

c) HIGHWAY MATTERS
It was reported that there were a considerable number of pot holes in Smith y Lane, some of which were quite deep
The hedge near the cenotaph at the top of St. Mary’s Road was reported to be in need of trimming.

Pavilion Committee
Cllr. J Lamb reported that the Pavilion committee Secretary had written to Flintshire County Council, to explain their position with regard to the access of the pavilion by play scheme participants.
Concern was expressed about the safety of the children, when activities were stopped because of rain.
It was agreed, to request a copy of the regulations and the parental consent form.

g) FOOTPATHS AND STILES
As far as was known, the footpath from the Boar’s Head, to the playing field had not yet been cleared.

a) The current financial projection & budget statement were received.
The following matters were raised in connection with funding –
(i) The commitment to the Youth Club – Following discussion, it was
agreed to request a report from Youth Services, on what appeared to
be an unsatisfactory situation in terms of promotion of the club and
numbers attending.
(ii) The Clerk was asked to check with Highways that they would fill all
the salt bins, so that a budget for salt would not be needed
(iii) It was agreed that the remaining budget for seats be used to buy a
plaque in memory of Colin Jenkins.
(iv) It was noted that there was a shortfall in the budget for street lighting
columns. However, there was funding available from the
Community Development budget.
b) Accounts amounting to £1664.81 were approved for payment

Members considered the quotations of £1683.68 for the replacement of the column in Brookside, and £314 for a new cover/lantern on the column opposite the Boar’s Head.
Resolved, to replace the missing column in Brookside Close, and, instead of a new lantern on the Boar’s Head column, to ask lighting Department to upgrade their column on the corner of St. Mary’s Road and Village Road.
8 C.C.T.V
A quotation of £856, plus V.A.T. had been received from GP Fire & Security Ltd. for an extension to the C.C.T.V. coverage.
It was agreed that other options needed to be investigated .
